O relator da CPI da Merenda na Assembleia Legislativa de São Paulo
(Alesp), deputado Estevam Galvão (DEM), excluiu os parlamentares
paulistas suspeitos de envolvimento no esquema de desvio de dinheiro da
alimentação escolar no Estado da lista de depoentes da comissão, que
retoma os trabalhos nesta quarta-feira, 3, após um mês de recesso.
Entre os “poupados” pela CPI está o presidente da Alesp, Fernando Capez (PSDB), acusado por dois delatores da Operação Alba Branca de ter
recebido propina em contratos da Cooperativa Orgânica Agrícola Familiar
(Coaf) com prefeituras e com a Secretaria Estadual da Educação do
governo Geraldo Alckmin (PSDB). Capez nega.
Aliado dos tucanos, Galvão divulgou nesta terça-feira, 2, o plano de
trabalho da CPI no qual lista 16 pessoas que devem ser convidadas ou
convocadas a depor. Além de Capez, também ficaram fora da relação de
depoentes os deputados estaduais Luiz Carlos Gondim (SD) e Fernando Cury
(PPS), e os deputados federais Baleia Rossi (PMDB), Duarte Nogueira (PSDB) e Nelson Marquezelli (PTB), todos citados nas investigações e que
também negam as acusações.
O roteiro será colocado em votação nesta quarta na CPI, onde oito dos
nove integrantes são da base aliada de Alckmin, incluindo o presidente,
Marcos Zerbini (PSDB). “É a prova material da blindagem que a CPI quer
fazer ao presidente Capez, que é citado diversas vezes e que tem
assessores seus envolvidos nesse escândalo”, criticou Alencar Santana
(PT), único deputado da oposição na comissão.
Somente depois serão ouvidos os ex-integrantes da Coaf e lobistas presos
pela Operação Alba Branca no início deste ano e que delataram os
pagamentos de propina aos demais. “Não tem lógica ouvir primeiro quem
está sendo acusado daquele que o acusa. Esse roteiro foi feito única e
exclusivamente para favorecer a defesa dos acusados e prejudicar a
investigação da CPI”, disse Santana.
O relator Estevam Galvão rebate as críticas dizendo que Capez ainda não
será convocado porque “o nome dele ainda não foi citado oficialmente em
nenhum lugar a não ser na imprensa”. Segundo ele, “já está previsto que
(Capez) será convocado” após recebimento do inquérito da Alba Branca.
Galvão disse ainda que ouvir os acusados antes pode “dar mais
instrumentos” para a CPI. “Mas isso não é uma coisa inflexível”,
